The monument, overlooking the shores of Tel Aviv, was initiated by Yossi Harel, commander of the refugee ship the Exodus and his Palyam friends. The monument was donated by his daughter, Lady Sharon Harel Cohen, and her husband, Sir Ronald Cohen, to commemorate the Aliyah Bet illegal immigration of Jews to modern-day Israel between 1934-1944.
