PROJECT

Providing children and youth from the asylum seeker community with free transportation to and from school throughout the year.

OBJECTIVE

Alleviate the already tough circumstances of statusless school students and reducing distress on a family that could prevent them from attending school.

THE NEED 

Eliminate doubled rates on everyday travel to and from school by public transportation, due to not having a status in Israel.

IMPACT 

Enable 300 school students from the asylum seeker community to use public transportation to and from school free of charge throughout the school year

BACKGROUND

The community of asylum seekers in Tel Aviv numbers about 40,000 (approximately 10% of the city’s population). Some are work immigrants, some are war refugees, and all came here on foot from Central Africa on long and difficult journeys. Among them, there are 6,500 children and youth who attend school. Asylum seekers are statusless in the State of Israel – Not having ID numbers, they are transparent people, who are not cared for by the state and are not entitled to health care, welfare services, etc.

The Tel Aviv-Yafo Municipality invests a great deal of effort in strengthening and supporting this population, to the best of its ability, in light of the lack of government treatment and the gaps in public services provided to it.

THE NEED 

In the State of Israel, the cost of public transportation for youth is 50% of the cost per adult, but boys and girls from the asylum seekers community do not have an Israeli ID card and are therefore required to pay full price for travel tickets on public transportation. Many of these children travel by bus every day
to school, paying double than their peers. Every year, the Tel Aviv-Yafo Municipality purchases an annual public transportation pass for about 1,000 students from a difficult socioeconomic background, so that they can reach the city’s educational institutions. About 300 of them are children of asylum seekers.
